Task Force Charge and Purpose
Chaired and led by Dr. Vanila Singh, the Pain Management Best Practices Inter-Agency Task Force (Task Force) was established by section 101 of the Comprehensive Addiction and Recovery Act of 2016 to propose updates to best practices and issue recommendations that address gaps or inconsistencies for managing chronic and acute pain.
The charter for the Task Force was approved by the Secretary of Health and Human Services on October 24, 2017 and sunset on July 22, 2019. The final Report was published and submitted to Congress on May 30, 2019. |
Task Force Representation

The Task Force consisted of 29 representatives from federal and non-federal organization. Federal members included representatives from:
Non-federal representatives included individuals representing diverse disciplines, such as pain management, anesthesiology, patient advocacy, addiction and recovery, substance-use disorders, mental health, minority health, primary care, special populations, and more. Members also included patients, educators, veteran-service organization representatives, the addiction treatment community, groups with expertise in overdose reversal, and members of medical boards and hospitals.

The Issue of Chronic Pain
Patients with acute and chronic pain in the United States face a crisis because of significant challenges in obtaining adequate care, resulting in profound physical, emotional, and societal costs. According to the Centers for Disease Control and Prevention, 50 million adults in the United States have chronic daily pain, with 19.6 million adults experiencing high-impact chronic pain that interferes with daily life or work activities. The cost of pain to our nation is estimated at between $560 billion and $635 billion annually. At the same time, our nation is facing an opioid crisis that, over the past two decades, has resulted in an unprecedented wave of overdose deaths associated with prescription opioids, heroin, and synthetic opioids.

Task Force Report
Mandated by the Comprehensive Addiction and Recovery Act of 2016, the Task Force identified gaps, inconsistencies, and updates to provide recommendations for best practices in managing acute and chronic pain. These recommendations were developed and compiled into a final Task Force Report submitted to Congress on May 30, 2019.
Led by the Task Force Chair, the contents of the Report were developed throughout a year-long period that included three public meetings, three public comment periods, over 60 Subcommittee meetings, and over 9000 public comments. The Task Force met with patients, patient advocacy groups, professional medical organizations, educators, and policy makers, to seek feedback from the community in developing a comprehensive and inclusive final Report. The Task Force Report emphasizes the importance of individualized and patient-centered care in the diagnosis and treatment of acute and chronic pain to improve measurable outcomes such as quality of life (QoL), functionality, and activities of daily living (ADLs). Several clinical and non-clinical topics are address in the Report, as well as the 2016 CDC Guidelines for Prescribing Opioids for Chronic Pain.
